They may have been around World World One level of technology, if not below that.
I've always had an idea about mechanical dust powered war machines, like the guardians from Legend of Zelda: Breath of the Wild.
I think it's a cool idea since dust, though not really considered magical, can do some pretty over-the-top shit.
Who'se to say it can't power the great grand daddy of the Atlesian Paladin?
The WoR animations primarily show the use of melee weapons, with some guns from Mantle. That said, this doesn't prove anything - WoR animations for the Kingdoms showed Mantle invading Vacuo with much fancier weapons. WoR animations for Mistral also showed primitive airships.
Remnant's technology in the current setting is significantly ahead of Earth's today. Assuming technology develops at the same rate and one works back 80 years, one would actually expect technology of at least WW2 era if not later (It's almost between 80 years in WW2 ended after all), possibly even up into the later parts of the Cold War. That said this is a fantasy setting so who knows (though it would seem weird if Remnant went from early industrialisation to ahead of Earth in just 80 years).
Jaune's sword is comparatively primitive but even that could fit in with a WW1/WW2 era.
Logistics could clue us in - to wage war on a global scale requires reasonably developed logistics, especially given the need to transport troops over sea (by ship or by airship). This requires significant industrialisation.
Dust was also apparently critical for the war effort, which could indicate industrialisation given Dust's industrial uses (I doubt a pre-industrial society would have nearly as much use for it).
But again fantasy and all that.
I just thought that technological advancement on Remnant would be slightly faster with Dust.

It's possible to a degree - if Air Dust allows flight without things like engines, you could get airships popping up very early on. However there's still limits to how fast things can advance - dust doesn't really aid robotics and cybernetics, for example, which Remnant is extremely proficient at.
