1-In my opinion, the costs don't justify the drawbacks. The financial cost of having to ship individual students to another country on short notice,
2-the loss of intended atmosphere and choice (people likely choose specific schools for specific reasons),
3-and unfamiliar setting (for 2nd+ years).
4-Also, given the line of work they're being trained for, they need to learn to face death, or get a different job.
1-.......Ahem....RNJR, 4 seemingly-random 1st-year Huntsmen in Training with no jobs, went from Patch to Anima, a different continent. Back when Vale had just been wrecked and Beacon was taken.
........Now, a Team, or just a pair of students, sent from, say, Beacon to Mistral, with the latter being notified in advance (and thus can prepare a ship for them to take after arriving in Anima), when Vale was not wrecked by Grimm and the Internet still worked? Please, it's child's play in comparison.
"On short notice" would not be the case. At the very least, both Headmasters would discuss it prior to sending any students.
2-People generally would go to a Huntsmen Academy to train to become Huntsmen, no? They would have to be very petty to complain about being sent to another Academy.
At most, they would whine about things related to the environment (Vacuo is too hot, Atlas is too cold, etc), not related to the Academy. Unless we're talking about Atlas, which is literally run by the Atlesian Military, so it would be expected to differ from other Academies.....and yet we have Team FNKI, which implies it's not so different.
3-And if they were like Sun? Raised in Vacuo (a freaking deserted, polluted wasteland where he lived as a freaking Nomad), went to Haven in Mistral, yet you don't see him expressing any issues about it.
4-That is true, but that is also completely and absolutely irrelevant to the question at hand.
