And since the head master of Haven, Leo lionheart, is secretly working for Salem I assume it'd be pretty easy for him to pass off Cinder and Co (including Neo) as students.
Also Mercury and emerald are likely to be in around 18 or so. Cinder is in her twenties (about 24 IIRC)
If you don't mind me asking, What season are you on, you seem to be lack some key info an I get the feeling that I've just spoiled some major stuff for you.

There's also the fact that students graduate from Huntsman Academy at about age 21, so Cinder being in her early 20s actually is not out of place. She was probably posing as a 4th-year student (the final year of education at a Huntsman Academy).
Since it is quite likely that some students fail the pre-initiation testing or if they missed the cut off on number of openings in a given year they would try again a year or more later. In my own judgment I would say that 17-21 would be the average starting age. You would also have individuals who are younger or older then average.
I personally like the idea of initiation failures (or extras who are the odd ones out and don't get a team) have the option of getting themselves apprenticed to a Huntsman rather than attending the school. It'd be tougher due to being thrown into the thick of things right from the start but it'd be a viable way to explain why everyone in RWBY's year is the same age and there are no odd people without a full team running around.
