I was wondering, in Volume 4, I would really like to see Neo as a protagonist. I don't know if it will happen but it seems a little far fetched. I can see reasons why she would. With Roman being dead who would she follow and we see Neo as this follower not a leader. Another thing is that Roman and Neo have a very close relationship and I am willing to say Roman and Neo were once a team or something. Maybe best pals or something and Roman also said there is something he can't afford to loose.
Clearly Roman was hired by Cinder just to get dust from Vale, lead the White Fang and overall be the cover up for Cinder's operation around the area Roman gets locked up, we could say it was all part of Cinder's plan. But after volume 3, does Cinder really need Roman? He is more useful to Cinder in the stomach of that Grimm that killed him than he is alive. Clearly Roman is nothing. In Atlas, they are probably prepared for Roman, Mistral is likely claimed by Cinder and Vacuo, isn't that the white fang's hide out but Adam Taurus is leading the white fang and he is shown to be loyal to the cause now plus the white fang will actually listen to him. I may have my white fang Vacuo facts mixed but to sum it up, Vale is the only place to need Roman's distraction or where it would be useful. Atlas would have several protests going on about the evil it was causing in Vale so that is distraction enough.
I am also using a chess theory here. I am because this is clearly the perspective Qrow ans Ozpin are looking at things and the way I see it, Salem is the King as she is the Masterminds and Cinder, as powerful as she is, she is just a lowly pawn. When talking in terms of power, I would say the only pawns on the table we know of are Cinder and Adam. Mercury, Emerald, Roman and Neo don't even count as peices unlesss you turn Cinder into a King. They are the pawns pawns. Salem promised Cinder power but Cinder was some random woman she found out of nowhere so theres that. Salem obviously doesn't caree what Cinder does and probably never will.
I am going to take the guess that Cinder found Roman and just like Adam, Roman didn't want to join but then Cinder threatened to take Neo from Roman. In his battle with Ruby, Roman kept saying its not what he has to gain, its what he can't afford to lose. From my knowledge, Roman doesn't hhave anything except Neo. Money, he can steal it and apply this concept to anything Cinder could possibly take. However if Roman lost Neo, whom is the only thing Roman has then that would be enough for Roman to fight for Cinder even after he outlived his usefulness. When Roman was rescued by Neo, he had no reason to be helping Cinder other than the fact that if he ran, Cinder would find Neo and kill her.
With this we could say Roman was protecting Neo from Cinder and but when Roman was killed, who knows where she would end up? Dead, Alive, scattered throughout the forest. Remember how I said the only thing Roman has is Neo, I am thinking the same would be if you reversed the shoes but without Roman, Neo has absolutely nothing. All she can wait for is for Cinder to snap her up. But what if Ruby finds Neo and the two get into a fight out of anger and all that but then Neo learns that Ruby didn't kill Roman, it was the Grimm. As a follower she wouldn't have anyone to follow except Cinder if Cinder wins her back but in honesty, Cinder doesn't really need Neo especially since she has Mercury, Emerald and Adam around. When Ruby talks her out of fighting her, Neo could join Ruby in hopes to avenge Roman and Ruby's sympathetic nature would help. After all she became a huntress because she wanted to protect people who couldn't protect themselves and help out and do all that fancy stuff. If she failed to help Roman who was practically forced to kill Ruby then she could at least help Neo. I am guessing Neo would be a temporary ally until she gets killed and Rooster Teeth gets murdered by every Neo fan out there.
I would like to know what everyone thinks of this theory.
